Prayer Wheels With Water Turbines

You will surely see a lot of prayer wheel walls with lots of prayer wheels in it. But this prayer wheel is a bit different as it is a big one and usually exists alone. This prayer wheel has got the same importance as any other prayer wheel except for the fact that this one has a turbine attached to the bottom and is placed on streams. It is simple physics, as the water flows it turns the turbine and hence turning the prayer wheel. So basically nobody has to turn the prayer wheel, it will spin itself with the help of the running water. However, the question now is, who gets the merit for turning the wheel, the maker or the stream?
